Overview
South Africa’s tax landscape is experiencing a major digital transformation. This webinar addresses the introduction of SARS biometric authentication and the expanded roles of Registered Representatives (RRs), which have fundamentally altered how taxpayers and practitioners engage with the system. The session aims to provide a practical guide to navigating these changes, focusing on regulatory drivers, the risks of non-compliance, and the challenges of cybercrime and digital exclusion. It is designed to balance technical requirements with legal accountability, making it accessible for both tax practitioners and non-technical representatives.
Webinar Content
The course content is structured into five key pillars to ensure a comprehensive understanding of the new SARS requirements:
- Rationale for Rule Changes: Exploration of the evolution of SARS digital systems, the rise of eFiling profile hijacking, and insights from fraud investigations and Ombud reports.
- Biometric Authentication Mechanics: Detailed look at what biometric verification entails, when it is mandatory (for Individuals, VAT, PAYE, and RRs), and how facial recognition functions in practice.
- Registered Representative Accountability: Defining who qualifies as an RR, comparing their legal responsibilities to those of tax practitioners, and examining how biometrics affect RR approval.
- Risks and Pitfalls: Identifying practical issues such as profile lockouts, the impact of stalled registrations on refunds, and the ethical risks associated with informal delegation.
- Practical Guidance: Best practices for preparing entities for verification, supporting digitally excluded taxpayers, and future-proofing tax administration processes.
Competencies Developed
By the end of this webinar, participants will be able to:
- Regulatory Knowledge: Understand the risk drivers behind biometric authentication and identify when verification is legally required.
- Legal Clarity: Articulate the legal role and personal accountability of a Registered Representative.
- Risk Assessment: Evaluate risk exposure for individuals, businesses, and fiduciary structures.
- Ethical Support: Effectively and ethically support non-technical or tax-illiterate taxpayers.
- System Navigation: Operate within SARS digital systems with increased confidence and minimal disruption.
- Governance: Contribute to voluntary tax compliance through proactive and informed governance.
