From what we understand from the PAGSA, the UIF submissions has closed the TERS benefit applications for a “temporary” period during May.
Therefore, as matters stand one cannot submit TERS benefit applications until they re-open the TERS benefit application website.
We understand that the reason for the temporary closure is to give the UI authorities opportunity to catch up with the administration of earlier TERS benefit claims, as well as time to discuss and make changes to the TERS benefit application system (makes sense considering the current issues that you have mentioned).
