Changes to Payroll Tax Legislation are Unfolding

September is a very important milestone in the annual Payroll tax legislation amendment cycle. The changes proposed by the Tax Amendment Bills that will impact on payrolls will be issued at the end of July, discussed during August with the authorities, and explained in this morning webinar.

At this early stage before the issue of the Bills, the following will be discussed

  • 'Two-pot' Retirement System:
    • This life-changing legislation starts on 1 September 2024, so by the time this webinar is presented, the empowering legislation will be final. You will be brought up to date with any ‘unintended consequences’ that might arise.
  • 2024 Mid-year Interim Tax Certificate submissions
    • The requirements for this year’s Interim tax certificate submissions will be explained.
  • Monthly Tax Certificate Submissions
    The launch date of this important project was moved out by a year to accommodate the postponed launch of the Two-pot Retirement system on 1 September 2024. Importantly for monthly tax certificate administration, draft amendments are expected that will make the process of correcting errors from month to month easier and more efficient.
  • Employment Equity and Compensation Fund Amendment Acts
    We now have a new Minister of Labour in the GNU, and it will be interesting to see in September where we stand with these two long-running Amendment Acts.

Other important payroll tax matters will be included in the webinar depending on their progress.

Rob Cooper

Rob is a founding member of the Payroll Authors Group of South Africa, a body that represents the payroll industry in discussions with statutory bodies since 1989.

As chairman of the PAGSA, his focus over the past 34 years has been on the diverse legislation that governs the employment and payroll industry.

He is held in high regard as an employment tax expert and is a respected writer and presenter at tax seminars and workshops around the country.


Niel Nel

Niel Nel worked for SARS in a wide range of operational areas from 1977 until his retirement in January 2023.

He was instrumental in the implementation of all phases of the PAYE system, the e@syFile and eFiling systems, as well as the Skills Development, UIF Contributions, and the Employment Tax Incentive systems.

Niel is now a Managing member of the PAGSA.

Payments and Cancellations

  • All payments must be made by EFT or by credit card, at least three working days before commencement of an event.
  • Kindly note that should payment not be received two days after the event, legal action will be taken.
  • Proof of payment will be requested at registration if payment does not reflect in The Tax Faculty’s bank account.
  • Only written notice of cancellation will be recognized.
  • Conditions:
    • If the cancellation occurs more than four working days prior to the event no cancellation fee will be charged.
    • If the cancellation occurs less than four working days prior to the event, a 100% cancellation fee will apply.
  • Delegates who book and fail to attend will be liable for the full event fee.
  • The Tax Faculty’s liability in the case of an event being cancelled will be limited to a refund or credit of the event fee.
